The County of Dauphin formed the Dauphin County MH/MR Case Management Unit in 1991. In 2004 the name was shortened to Case Management Unit and in 2009 the term Mental Retardation (MR) was replaced by the term Intellectual Disability (ID). Finally, in 2024 Pathways Forward was introduced. Organized as a 501 (c) (3), Pathways Forward is wholly owned by the County. Pathways Forward has two offices in Dauphin county – Harrisburg and Elizabethville.
