Doug Hill
Doug Hill is the retired Executive Director of the County Commissioners Association of Pennsylvania (CCAP), a statewide non-profit, nonpartisan association. Prior to that he was Director of Research and later chief lobbyist for the Pennsylvania State Association of Boroughs. Doug was instrumental in advocating numerous issues including the scope and method of human services delivery in the Commonwealth.
Mr. Hill holds a B.A. in political science from Westminster College (PA) and a Masters in Public Administration from Penn State University. He is married with three adult children. Diversions include distance running, biking, hiking and backpacking, home remodeling, cooking, travel, and antique cars. All this while also serving on several boards of directors including, Capital Area Greenbelt Association as its President, Impact Harrisburg, Intergovernmental Cooperation Authority for the City of Harrisburg and the American Baptist Churches of Pennsylvania and Delaware.

Dr. Miller is a retired psychiatrist with more than 50 years of mental health experience and was the Director of Psychiatry at Polyclinic Medical Center for 11 years treating inpatient psychiatric patients, providing consultations for hospitalized patients, and teaching medical residents and staff. Dr. Miller was highly active in organized psychiatry, editing the state psychiatric newsletter for many years as well as serving elected offices of local and state psychiatric societies.

Dr. Robert Pendrak
Dr. Robert F. Pendrak M.D., M.S., ARM is a retired physician who holds a MD Degree from Hahnemann Medical College, now Drexel University, a M.S. Degree in Healthcare Management with an emphasis in Risk Management from Finch University of Health Sciences/Chicago Medical School, a B.S. Degree in Biology from St. Joseph’s University and an Associate in Risk Management Designation from the Insurance Institute of America. He is also certified as a Diplomat with the American Board of Quality Assurance and Utilization Review
Physicians. He was appointed to the Board of River Health Accredited Care Organization in 2013 to 2016.

Dr. Pendrak has more than 30 years’ experience in medical practice and insurance and risk management and as an Independent Risk Management Consultant and Medical Director at Highmark Blue Shield. Former President of the American College of Medical Quality and a Former Board Member of the American Society for Healthcare Risk Management (ASHRM), Dr. Pendrak brings great expertise in his service to Pathways Forward. Dr. Pendrak is married to his wife, Jacqueline for more than 50 years and they have two children.

Neil Weber
Mr. Weber has a wide-ranging work experience, including intelligence analyst with the highest of security clearances, teaching both in the public schools and at the college level, editing federal governmental publications, scripting state tax documents and developing tax collection procedures and training personnel. He was awarded a Secretary’s Award for implementing and achieving a desired goal for minority vendor participation.
Neil has long served in various volunteer organizations. This has allowed him to hold leadership positions in each organization which demanded that he accomplish vital outcomes to ensure the continued thriving of those organizations. Mr. Weber has a particular interest and background in financial and accounting instruments.
Volunteer board experience includes entities such as Juvenile Diabetes Foundation, Jewish Federation. In addition to serving on the Board of Pathways Forward in various leadership roles over his many years of service, Neil also sits on the Board of Directors for Temple Beth El.
Mr. Weber attended University of Maryland undergraduate, subsequently Georgetown University and University of Maryland for graduate degrees and Elizabethtown College for his CPA.
